I feel like the minimum value you want on the base gun is 15-20% crit, and anything above that turns Hunter Munitions into a chipper shredder enabler. The exact base Crit value depends on the weapon high RoF rifles can get away with lower base Crit, while slower "punch" weapons need higher base Crit to help the chances of a trigger.
